NFL, referees' union continue contract talks as league prepares replacement officials contingency

The National Football League (NFL) and the NFL Referees Association (NFLRA), which represents the league's approximately 121 game officials, remain in negotiations over a new collective bargaining agreement set to expire in May 2026.[1][2]

Pro Football Talk reported that the league could turn to replacement referees if talks become contentious and extend into the preseason for the 2026 season. ESPN reviewed internal emails indicating the NFL has begun laying the groundwork for such a contingency.[3][4]

The last use of replacement officials occurred in 2012, spanning Weeks 1 through 3, after the previous CBA expired. Replacements were primarily drawn from Division III colleges, high schools and developmental leagues. The period ended with the return of locked-out regulars following a new eight-year deal.[5][6]

A controversial "Fail Mary" play on September 24, 2012, during a Monday Night Football game between the Seattle Seahawks and Green Bay Packers epitomized the issues. With 8 seconds left and the Packers leading 12-7, Russell Wilson's Hail Mary pass was ruled a touchdown on a simultaneous possession call involving Golden Tate and M.D. Jennings, giving Seattle a 14-12 win. The decision drew widespread criticism and hastened the agreement.[7][8]

ESPN analyst and former Indianapolis Colts punter Pat McAfee criticized the prospect on X (formerly Twitter), referencing the 2012 experience. "Nope we can’t be doing replacement high school refs in the nfl again," he wrote, urging officials to prioritize accountability, adapt to technology and focus on the game's integrity.[9]

In 2024, the NFL stated it remained focused on improving officiating performance and accountability under the current agreement. The NFLRA has reportedly resisted some proposed changes.[10]
